The answer to your question is as follows:
As per the Islamic Sharia, the sacrifice of a nursing animal is permissible, but if the child’s life is at risk, it is better to avoid slaughtering its mother.
عَنْ أَبِي هُرَيْرَةَ، قَالَ: " خَرَجَ رَسُولُ اللَّهِ صَلَّى اللهُ عَلَيْهِ وَسَلَّمَ فِي سَاعَةٍ لَايَخْرُجُ فِيهَا، وَلايَلْقَاهُ فِيهَا أَحَدٌ، فَأَتَاهُ أَبُو بَكْرٍ، فَقَالَ: مَا جَاءَ بِكَ يَا أَبَا بَكْرٍ؟ فَقَالَ: خَرَجْتُ أَلْقَى رَسُولَ اللَّهِ صَلَّى اللهُ عَلَيْهِ وَسَلَّمَ، وَأَنْظُرُ إِلَى وَجْهِهِ، وَالتَّسْلِيمَ عَلَيْهِ، فَلَمْ يَلْبَثْ أَنْ جَاءَ عُمَرُ، فَقَالَ: مَا جَاءَ بِكَ يَا عُمَرُ؟ قَالَ: الْجُوعُ يَا رَسُولَ اللَّهِ، قَالَ النَّبِيُّ صَلَّى اللهُ عَلَيْهِ وَسَلَّمَ: وَأَنَا قَدْ وَجَدْتُ بَعْضَ ذَلِكَ، فَانْطَلَقُوا إِلَى مَنْزِلِ أَبِي الْهَيْثَمِ بْنِ التَّيْهَانِ الأَنْصَارِيِّ، وَكَانَ رَجُلا كَثِيرَ النَّخْلِ وَالشَّاءِ، وَلَمْ يَكُنْ لَهُ خَدَمٌ، فَلَمْ يَجِدُوهُ، فَقَالُوا لامْرَأَتِهِ: أَيْنَ صَاحِبُكِ؟ فَقَالَتِ: انْطَلَقَ يَسْتَعْذِبُ لَنَا الْمَاءَ، فَلَمْ يَلْبَثُوا أَنْ جَاءَ أَبُو الْهَيْثَمِ بِقِرْبَةٍ يَزْعَبُهَا، فَوَضَعَهَا، ثُمَّ جَاءَ يَلْتَزِمُ رَسُولَ اللَّهِ صَلَّى اللهُ عَلَيْهِ وَسَلَّمَ، وَيُفَدِّيهِ بِأَبِيهِ وَأُمِّهِ، ثُمَّ انْطَلَقَ بِهِمْ إِلَى حَدِيقَتِهِ، فَبَسَطَ لَهُمْ بِسَاطًا، ثُمَّ انْطَلَقَ إِلَى نَخْلَةٍ، فَجَاءَ بِقِنْوٍ، فَوَضَعَهُ، فَقَالَ النَّبِيُّ صَلَّى اللهُ عَلَيْهِ وَسَلَّمَ: أَفَلا تَنَقَّيْتَ لَنَا مِنْ رُطَبِهِ؟ فَقَالَ: يَا رَسُولَ اللَّهِ، إِنِّي أَرَدْتُ أَنْ تَخْبُرُوا أَوْ تَخَيَّرُوا مِنْ رُطَبِهِ وَبُسْرِهِ، فَأَكَلُوا وَشَرِبُوا مِنْ ذَلِكَ الْمَاءِ، فَقَالَ النَّبِيُّ صَلَّى اللهُ عَلَيْهِ وَسَلَّمَ: هَذَا وَالَّذِي نَفْسِي فِي يَدِهِ النَّعِيمُ الَّذِي تُسْأَلُونَ عَنْهُ يَوْمَ الْقِيَامَةِ: ظِلٌّ بَارِدٌ، وَرُطَبٌ طَيَّبٌ، وَمَاءٌ بَارِدٌ، فانْطَلَقَ أَبُو الْهَيْثَمِ لِيَصْنَعَ لَهُمْ طَعَامًا، فَقَالَ النَّبِيُّ صَلَّى اللهُ عَلَيْهِ وَسَلَّمَ: لَاتَذْبَحَنَّ ذَاتَ دَرٍّ، فَذَبَحَ لَهُمْ عَنَاقًا أَوْ جَدْيًا، فَأَتَاهُمْ بِهَا، فَأَكَلُوا، ... الحديث. 19192 -أَخْبَرَنَا أَبُو بَكْرٍ الْأَرْدَسْتَانِيُّ، أنبأ أَبُو نَصْرٍ الْعِرَاقِيُّ، ثنا سُفْيَانُ بْنُ مُحَمَّدٍ، ثنا عَلِيُّ بْنُ الْحَسَنِ، ثنا عَبْدُ اللهِ بْنُ الْوَلِيدِ، ثنا سُفْيَانُ، ثنا زُهَيْرُ بْنُ أَبِي ثَابِتٍ، عَنْ مُغِيرَةَ بْنِ حَذْفٍ الْعَبْسِيِّ، قَالَ: كُنَّا مَعَ عَلِيٍّ رَضِيَ اللهُ عَنْهُ بِالرَّحْبَةِ، فَجَاءَ رَجُلٌ مِنْ هَمْدَانَ يَسُوقُ بَقَرَةً مَعَهَا وَلَدُهَا، فَقَالَ: إِنِّي اشْتَرَيْتُهَا أُضَحِّي بِهَا وَإِنَّهَا وَلَدَتْ. قَالَ: فَلَاتَشْرَبْ مِنْ لَبَنِهَا إِلَّا فَضْلًا عَنْ وَلَدِهَا، فَإِذَا كَانَ يَوْمُ النَّحْرِ فَانْحَرْهَا هِيَ وَوَلَدَهَا عَنْ سَبْعَةٍ". The answer to your question is as follows:
To divide qurbani meat into three portion, as mentioned in the question, is mustahab (recommended), and not necessary. The person can keep more than two third to consume or to give to his relatives if he needs. You stated that ‘those who didn’t do qurbani’ denotes that there must be some faqeers (who were not able to do qurani). ‘Faqeer’ doesn’t mean that they are faqeer in term, but needy persons also come in category of faqeer. Though the faqeer in term is preferable.

You own the required nisaab for Qurbani though it is not in your hands and you have right to claim. In shariah, you are regarded the owner of Nisab. So you are obliged to do Qurbani.

The answer to your question is as follows:
It is duty of every citizen to abide by the rules of the country as strictly as possible. So they should avoid slaughtering cows whilst other options are available. When other animals can be slaughtered in Qurbani, slaughtering cow and consequently poisoning the country environment is against Islamic norms and etiquettes.

The answer to your question is as follows:
Before declaring any food halal or haram we are obliged to know how the raw material for the food is procured and then how it is prepared in their kitchen. If the raw material is procured in a halal way and then the food is not fried in haram oil or there is no contamination with haram things, then it will be permissible and a Muslim can eat it. Otherwise it will be regarded Haram and one must avoid it. However, if you are not sure and you don’t know about the ingredients used in food, then it is preferable to refrain from eating in such restaurants.

Then answer to your question is as follows:
(1) More than one person can participate in the big animal for isale sawab to (to reward) the deceased. But no more than one person can participate in a small animal. And if you aim to reward multiple people, then you could do so by making a voluntary sacrifice on your behalf. (2) If you want to just send reward to more than one deceased person in small animal, you can do. (3) Regardless of whether sacrifice is obligatory on a living person or not, he can depute someone else (make wakeel) to make sacrifice on his behalf. The sacrifice made by the wakeel from him will be valid.
One can also make sacrifices to reward the living people. This can be done by sacrificing a goat on one's behalf and passing on its reward to the living people.
