The answer to your question is as followed

It is not permissible to use scented soap in the state of Ihram. The use of perfume is one of the prohibitions of Ihram. So, if you washed your hands once with scented soap, you should give charity equal to the Sadaqa al-Fitr, and if you washed your hands repeatedly or took a bath with scented soap, then it is necessary to give Damm. Doing it intentionally or without an intention has the same ruling.

ويستوي في وجوب الجزاء بالتطيب الذكر والنسيان والطوع والكره والرجل والمرأة هكذا في البدائع." (فتاوی ہندیہ، كتاب المناسك ،الباب الثامن في الجنايات، الفصل الأول في ما يجب بالتطيب،241/1،ط:رشيدية)

"فإذا استعمل الطيب فإن كان كثيراً فاحشاً ففيه الدم، وإن كان قليلاً ففيه الصدقة ، كذا في المحيط. واختلف المشايخ في الحد الفاصل بين القليل والكثير، فبعض مشايخنا اعتبروا الكثرة بالعضو الكبير نحو الفخذ والساق، وبعضهم اعتبروا الكثرة بربع العضو الكبير، والشيخ الإمام أبو جعفر اعتبر القلة والكثرة في نفس الطيب إن كان الطيب في نفسه بحيث يستكثره الناس ككفين من ماء الورد، وكف من الغالية والمسك، بقدر ما استكثره الناس فهو كثير، وما لا فلا، والصحيح أن يوفق ويقال: إن كان الطيب قليلاً فالعبرة للعضو لا للطيب، حتى لو طيب به عضواً كاملاً يكون كثيراً يلزمه دم، وفيما دونه صدقة، وإن كان الطيب كثيراً فالعبرة للطيب لا للعضو حتى لو طيب به ربع عضو يلزمه دم، هكذا في محيط السرخسي والتبيين. هذا في البدن وأما الثوب والفراش إذا التزق به طيب اعتبرت فيه القلة والكثرة على كل حال، وكان الفارق هو العرف، وإلا فما يقع عند المبتلى، كذا في النهر الفائق".

Yes, it is true. The Hadith is reported in Sahih Muslim:

(كتاب الزكاة) باب التَّرْغِيبِ فِي الصَّدَقَةِ قَبْلَ أَنْ لاَ يُوجَدَ مَنْ يَقْبَلُهَا: وَحَدَّثَنَا قُتَيْبَةُ بْنُ سَعِيدٍ، حَدَّثَنَا يَعْقُوبُ، - وَهُوَ ابْنُ عَبْدِ الرَّحْمَنِ الْقَارِيُّ - عَنْ سُهَيْلٍ، عَنْ أَبِيهِ، عَنْ أَبِي هُرَيْرَةَ، أَنَّ رَسُولَ اللَّهِ صلى الله عليه وسلم قَالَ ‏ "‏ لاَ تَقُومُ السَّاعَةُ حَتَّى يَكْثُرَ الْمَالُ وَيَفِيضَ حَتَّى يَخْرُجَ الرَّجُلُ بِزَكَاةِ مَالِهِ فَلاَ يَجِدُ أَحَدًا يَقْبَلُهَا مِنْهُ وَحَتَّى تَعُودَ أَرْضُ الْعَرَبِ مُرُوجًا وَأَنْهَارًا"۔ (الصحیح لمسلم ج2 ص 701)

The answer to your question is as follows:

In Fiqh books, standing up at the time of ‘Hayya-alas-salah’ is regarded as Mustahab. Allama Tahtavi writes that standing up at the time of ‘Hayya-alas-salah’ means one should compulsorily stand up at ‘Hayya Alas Salah’ in any way and he is not allowed to keep sitting after the ‘hayya alas salah’ is called. So, it never means that one is not allowed to stand up before ‘hayya alas salah’.

Hence, imam’s insistence over standing up only at the time of Hayya alas salah and not before is absolutely wrong. You should keep in mind that aligning rows (saff) is wajib (mandatory). And acting upon a wajib is more important than a mustahab. The companions of the prophet (Muhammad) (saws) used to stand up the time when they saw the prophet (saws) coming in masjid. At the same time, hazrat bilal would start takbeer. It denotes that standing up at the beginning of takbeer is also approved. Nevertheless this looks good as regards aligning rows so that the aligning of the rows can be gained before the takbeer gets over.

 عن ابی ھریرۃ  رضی اللہ عنہ یقول اقیمت الصلوۃ قمنا فعدلنا الصفوف قبل ان یخرج الینا رسول اللہ (مسلم1/220) اشارۃ انہ ھذہ سنۃ معھودۃ عندھم (نووی شرح مسلم 1/221)

It is narrated by hazrat Abu hurairah (ra) that takbeer started, we stood up and aligned rows before the prophet (saws) came out to us. While elaborating this narration, Allama Nawavi writes: it indicates that this (standing up at the beginning of takbeer) is the sunnah in their view. (Nawavi Sharhe-Muslim 1/220). Hazrat Hafiz ibne Hajar writes in his book namely ‘Fat’hul bari Sharhe Bukhari’ narrating from ibne shihab which openly states that they used to stand up in rows at the time takbeer started.

روی عبدالرزاق عن ابن جریج عن ابن شھاب أَنَّ النَّاسَ كَانُوا سَاعَةَ يَقُولُ الْمُؤَذِّنُ اللَّهُ أَكْبَرُ يَقُومُونَ إِلَى الصَّلَاةِ فَلَا يَأْتِي النَّبِيُّ صَلَّى اللَّهُ عَلَيْهِ وَسَلَّمَ مَقَامَهُ حَتَّى تَعْتَدِلَ الصُّفُوفُ۔ (فتح الباری 2/95)

It is always better to save the water which is going to waste. Therefore, you can store the masjid’s extra water (going to waste) for your domestic use. There is nothing wrong in it.

(وإن كانت) اللقطة (حقيرة) بحيث يعلم أن صاحبها لا يطلبها (كالنوى وقشور الرمان) والبطيخ في مواضع متفرقة (والسنبل بعد الحصاد ينتفع بها بدون تعريف) لأن إلقاءها إباحة للأخذ دلالة (وللمالك أخذها) لأن التمليك من المجهول لا يصح. (مجمع الانھر، الانتفاع باللقطۃ 1/708)
